ONE OCEAN HUB
One Ocean Hub is a five-year collaborative research programme that aims to transform approaches to integrated and inclusive ocean governance.

The Hub is a community of scholars from 22 leading international universities and research centres in the United Kingdom, South Africa, Ghana, Namibia, Kenya, the Pacific Islands and the Caribbean. Led and hosted by the University of Strathclyde, we are collaborating with more than 30 project partners including United Nations agencies, regional intergovernmental organisations, national government departments, community representatives, non-government organisations, charities and media outlets.

Our work is funded by UK Research and Innovation (UKRI) through the Global Challenges Research Fund (GCRF) – a key component in delivering the UK AID strategy that puts UK-led research at the heart of efforts to tackle the United Nations Sustainable Development Goals.

Members of the Hub share a passion for the ocean and optimism in our search for transformative approaches to:
• Law and governance for integrated ocean management
• Sustainable and equitable fisheries
• Deep-seabed mineral, biological and freshwater resources
• Participatory marine management

DEEP FUND
A central component of the Hub’s research focuses on emotional connections to the ocean.

Cultural heritage and creative practices offer opportunities to share multiple conceptions and values of the ocean. Art, in all its forms, provides an outlet for the views of groups that are often under-represented in conventional approaches to ocean science and management.

To foster the themes of our research, the Hub has initiated the ‘Deep Emotional Engagement Programme (DEEP) Fund’ to commission artistic responses that capture connections with the ocean. The DEEP Fund will support creative projects that communicate individual and/or communal emotional bonds with the sea to a wide audience including policy makers and research institutions, as well as beneficiary communities in our partner countries.

CALL FOR PROPOSALS
The Hub currently invites proposals to the first round of the DEEP Fund. At this time, we are particularly interested in expanding international audience outreach for preexisting cultural heritage and/or art-based projects under development in Namibia, South Africa, Ghana, Kenya and the South Pacific as a means of sharing emotional engagements with the ocean.

The format of commissioned projects is entirely open, including, but not limited to: visual art, performing art, music, sound art, filmmaking, animation, digital art, fashion, literature, poetry, spoken word, craft, indigenous knowledge and customary practices.

We strongly encourage proposals that move beyond creative response for its own sake and support the research objectives of the Hub. Projects should be inter/transdisciplinary, interregional and community led or co-produced, with a focus on empowering women and youth.

Available project funding ranges between £5,000 and £20,000, although in exceptional circumstances this amount may be increased. Projects will be expected to last between 6 and 18 months, from commissioning to deliverables and final reporting.

Commissioned projects will form part of a final year exhibition, with a virtual/online component to complement the display.

ELIGIBILITY
Projects must be based in Namibia, South Africa, Ghana, Kenya and South Pacific island nations (particularly Fiji and Solomon Islands) on the DAC List of OAD Recipients www.oecd.org    Projects must be conducted by individuals, non-government organisations, community sector groups or not-for-profit civil society.

Proposals that are not eligible:
• Projects aimed at offsetting a deficit, repaying a debt or paying interest
• Projects sustaining ongoing activities with recurring costs
• Projects financing permanent working spaces and/or equipment, exclusively
• Projects financing capital works, physical construction or the restoration of buildings
• Projects affiliated with government agencies or political parties • Projects affiliated with commercial advertising campaigns
• Projects that are environmentally hazardous or destructive

TO APPLY
Proposals must contain the following information:
• Project title
• Brief description (100 word maximum)
• Rationale and objectives (300 word maximum)
What is the project? What does it tell us about relationships with the ocean? How does it align with the objectives and research of the Hub?
• Engagement (300 word maximum)
How does the response engage beneficiary communities? Who is involved and in what capacity?
• Audience (300 word maximum)
Who is the intended audience? What will the audience learn from the project? How could the project be presented in other Hub partner countries?
• Outcomes (300 word maximum)
What are the proposed outcomes of the project? What intended change does the project seek to effect? How does the project empower beneficiary communities, particularly women and youth?  How will the success of the project be measured?
• Budget
Materials, equipment, artist/collaborator/participant fees, travel, venue fees, administration, communications, licenses, permit fees, incidentals
• Timeline
Start and finish dates, implementation period, milestones
• Examples of previous work, if available (3 examples maximum)

DEADLINE
Proposals must be submitted at the latest by 26 June 2020 (midnight GMT) either online at www.oneoceanhub.org/deep-fund or in PDF/Word format to  oneocean-hub@strath.ac.uk Proposals submitted after this date will not be considered.

SELECTION PROCESS
A two-stage commissioning process is adopted to recognise the differential in time and resources available to potential applicants from our partner countries. Projects will be shortlisted before selection and invited to submit further information.

The DEEP Fund Committee is responsible for the selection of commissions and its decision is final.

Successful projects will be expected to adhere to the One Ocean Hub Code of Practice.
