About the job

Job description

Navy Command Headquarters (NCHQ) on Whale Island, Portsmouth, is the nerve centre of the Naval Service. It supports operations around the globe and provides the ships, people, aircraft and equipment to deliver the UK’s defence policy. NCHQ supports all the Royal Navy’s activities from front-line operations to personnel selection and training. Civil Servants work in many different disciplines here alongside uniformed personnel fulfilling a range of interesting roles.

The Maritime Environmental Protection Adviser (EPA(M)) will be involved with a variety of maritime environmental protection aspects across Navy Command (NC). This primarily concern the vessels and activities of the Royal Navy, Royal Marines, Royal Fleet Auxiliary and our Naval Bases. The successful candidate will work to the Senior EPA(M) but will have no subordinate staff.

EPA(M) will provide subject matter advice to NC and other MOD staff, support the assessment of environmental impacts of maritime activities and maintenance of NC’s environmental management system. Based principally at NCHQ, regular travel across the UK should be expected and some overseas travel is possible.

The specific functions of the post will initially be dependent upon the successful candidate’s experience but is anticipated to include:

• Support NC’s maritime environmental management processes related to environmental impact identification and assessment.

• Manage NC’s interactive Environmental Protection Guidelines system.

• Provide a NC “help desk” for marine conservation and maritime pollution control policy and practice.

• Maintain NC’s “Navysafe” maritime environment web pages.

• Represent the NC’s operational interests to other MOD areas to ensure that MOD environmental policy and practice is effective.

• Support the MOD lead for environmental protection policy related to underwater sound created by MOD activity.

• Provide NC senior management with reports and briefs as necessary.

Person specification

This post is suited to a candidate with either a working knowledge of MOD shipping operational and procurement activity or a background in marine biology, environmental protection, management or regulation. Appropriate training and support will be provided to a successful candidate who lacks some of this knowledge but it is improbable that a candidate with none of the above knowledge would be effective in post and therefore is unlikely to be selected at interview.
