GEOMAR Helmholtz Centre for Ocean Research Kiel is a foundation of public law jointly financed by the Federal Republic of Germany (90 %) and the state of Schleswig-Holstein (10 %) and is one of the internationally leading institutions in the field of marine sciences. JPI Oceans is a pan-European intergovernmental platform that increases the efficiency and impact of research and innovation (R&I) for sustainably healthy and productive seas and oceans. Members are 19 countries who invest in marine and maritime R&I, represented by national ministries, funding agencies or government-mandated institutes. JPI Oceans addresses urgent or emerging topics that require knowledge and solutions. It does so by fostering trans-national alignment, coordination and co-production and connection with European and global processes. The JPI Oceans secretariat is located in Brussels, with staff from several member states. The working language is English.

Through a project funded by the German Federal Ministry of Education and Research (BMBF), the German Marine Research Consortium (KDM) and the Joint Programming Initiative Healthy and Productive Seas and Oceans (JPI Oceans) are seeking to recruit a science officer to work in both the European office of KDM (30%) and the JPI Oceans Secretariat in Brussels (70%).

In this context GEOMAR is offering a position as Science Officer, starting on March 1st, 2022.

Project Description

At JPI Oceans you will:

  • Have secretariat responsibility for developing and driving forward 2-4 Joint Actions and strategic engagements, working closely with the lead countries, board members, secretariat team, external experts and relevant stakeholders;
  • Contribute to the preparation and organisation of board meetings, events, workshops and networking activities and assist communications and outreach (website, reports, minutes, newsletter, etc.);
  • With other staff members, maintain strategic oversight of and connection with developments in national, European and international policy of strategic or practical relevance to JPI Oceans;
  • Undertake other specific tasks at the request of the Director.

At KDM you will:

  • Be the national contact point for German researchers wishing to participate in JPI Oceans activities and actions.
  • Help to disseminate research results and scientific information to the policy-makers, civil society, industry and other relevant stakeholders, by organising meetings, workshops and science-policy briefings
  • Contribute to European and global marine research programme and policy development such as the UN Decade of Ocean Science for Sustainable Development
  • Act as National Focal Point for the G7 Future of the Seas and Oceans initiative on behalf of BMBF.

Qualification

Requirements

  • MSc or higher academic degree in Marine Sciences or any ocean-related discipline, ideally with a background in the ocean-climate system and ocean observing and monitoring;
  • Excellent written and verbal communications skills in German and English are required. Knowledge of other European languages would be an asset.
  • Excellent organizational skills; capacity to deliver on allocated tasks and to meet deadlines;
  • Good team player with a constructive and flexible attitude, able to exercise discretion, diplomacy and tolerance;
  • Good communication skills, including ability to summarise and communicate complex information for a variety of audiences;
  • Experience of research programme or project management in a national public administration such a ministry and/or research funding or performing organisation would be a plus.
  • Computer literacy (particularly Office applications).

Conditions

  • The availability of this position is conditional on the approval of a project submitted and subject to approval by the BMBF.
  • The science officer is recruited to work in the Brussels offices of KDM (Blvd St. Michel 80) and JPI Oceans (Rue du Trône 4). The science officer will be hired by GEOMAR Helmholtz Centre for Ocean Research Kiel and seconded to the two Brussels offices.
  • The science officer will be hired under a German contract for up to 36 months.

The salary depends on qualification and could be up to the class E 13 TVöD-Bund of the German tariff for public employees and include an expatriation allowance. This is a full-time position. The position can be split.
