The Marine Management Organisation (MMO) is a government agency that licenses, regulates and plans marine activities in English waters to ensure they’re carried out in a sustainable way.

We oversee marine planning to ensure the sustainable development of our coastal and offshore waters, monitor and control sea fishing activity, enforce marine legislation and licensing, and carry out projects that help to protect water environments.

Job description 

We are currently looking to recruit 2 Marine Officers to uphold regulations and help create clean, healthy, productive and biologically diverse oceans and seas.

Main duties and accountabilities, tasks and measures involved in delivery include:

Ensure a high level of compliance with the provisions of legislation made under the Common Fisheries Policy.

  • Inspection and monitoring of fish landings, checking logbooks/landing declarations and transport documents using the risk based enforcement model.
  • Enforcement of quota and other fishing vessel licence conditions.

Close working with fishermen, marine industry representatives and a wide range of other stakeholders along the coast. An element of European Maritime and Fisheries Fund facilitation with prospective applicants may be required.

  • Good communication abilities needed and good knowledge of the regulations.
  • Need to be able to deal effectively with confrontation situations if they arise.

Inspection of coastal sites regarding marine licensing activities and commenting on marine licence applications.

  • As enforcement officers for environmental legislation, undertaking the monitoring of marine construction works both at sea and onshore.

Regulation and enforcement of marine nature conservation legislation including management measures applying to Marine Protected Areas (MPAs).

  • As enforcement officers for marine nature conservation legislation, undertake monitoring, inspection and enforcement activity in respect of protected species legislation and MMO management measures in MPA’s.

Data inputting and use of IT.

  • To ensure that inspection and fisheries data in entered into data systems in a timely manner and that entries are correct.

Carry out investigations.

  • Where necessary, gathering evidence and assisting with building prosecution files and conducting interviews when infringements are suspected.

Pollution Control.

  • To take an active part during pollution incidents, working with other agencies to minimise damage to the marine environment.

Health and Safety.

  • Keep an overview of any health and safety issues and be proactive in ensuring that suitable protective clothing is worn.

You will be required on occasions to work unsocial hours in line with the fishing industry. The work may also involve occasional working away from home. You will have the opportunity to qualify as a boarding officer, carrying out enforcement work at sea. Looking to the future development and integration of the MMO as an organisation, the post-holder may also gain the opportunity to undertake other MMO activities such as marine licensing and marine planning and making MMO byelaws.

These duties will demand regular travel throughout the MMO Marine Area and the post holder should hold a valid UK driving licence.

The post holder will be expected to qualify as a Marine Enforcement Officer after successfully completing the appropriate training. A commitment to continuous professional development is therefore essential to achieve this aim.
