active role in directing climate change programs and policy in the
territory, and will also support American Samoa’s participation in regional

American Samoa Climate Change Technical Advisor

American Samoa, located some 2,600 miles southwest of Hawaii, is a group of
five volcanic islands and two coral atolls that total 76 square miles,
inhabited by approximately 55,000 people. The Samoan way of life, called
“Fa’a Samoa”, defines the basic structure of local communities and is based
on family, tradition, and respect.  The traditional way of life promotes
village welfare over that of an individual.  Extended families, or aiga,
communally own 92 percent of land in American Samoa extending from the
mountaintop to the outer edge of the coral reef.  All resource management
activities in American Samoa must accommodate this existing cultural
framework.
*Priority Tasks:* The following is a description of the projects and scope
of work, which will be coordinated by the Climate Change Technical
Advisor.  They are as follows:

-Provide technical assistance, and act as a technical advisor, to Climate
Change Task Force (CCTF), the territories guiding body for climate change
adaptation. Ensure technical integrity of projects funded via this
initiative.

-Work with CCTF to compile relevant information for each thematic group, to
update 2012 Territorial Climate Change Adaptation Framework. Thematic
groups include: Coral Reefs and Mangroves; Health; Infrastructure; Fresh
water and Agriculture; Education; and Energy.

-Compile and write American Samoa Climate Change Adaptation Strategy, an
implementation plan to support ongoing territorial adaptation efforts

-Establish Climate Change Web Portal which contains relevant information
for stakeholders, local agencies, regional and Federal Partners.

-Plan and implement Territorial Climate Change Summit, to provide accurate
information to the general public, and solicit input on priority climate
change adaptation activities.

In addition to the above tasks, other duties and responsibilities of this
position include:

-Coordinate with ongoing national, international, and regional initiatives,
including PICCC (Pacific Islands Climate Change Cooperative) and PACC
(Pacific Adaptation to Climate Change).
-Support CC Local Action Strategy, and other such initiatives
-Seek additional public and private funds for the operations and projects
as needed.
-Undertake other projects as identified by the Director and the CC Task
Force.

*Skills, knowledge, and abilities*:
This position requires an individual with a minimum of a Master?s Degree
with an emphasis on Climate Change, or a related discipline. It is
preferred that the individual?s background includes tropical ecosystems,
work in Small island States, and coral reefs.  Candidates must be well
organized, possess facilitation skills, and have excellent written and oral
communication skills in English.  Desired qualifications include the
following:

– Experience communicating with multiple and diverse stakeholders including
the general public, local, regional, and federal government agencies,
private partner organizations, NGOs, Pacific Island Nations, and the media.

-A strong understanding of climate change, governance frameworks,
environment and/or biodiversity issues as they relate to adaptation in
small island states.

– Proven expertise in project planning, project management, and
supervision.

– Experience in solving problems on the spot, apply conflict resolution,
and negotiation techniques to get results.

-Ability to self-manage, adjust according to competing priorities, and
allocate time as necessary to complete tasks.

– Experience with review, comment on and/or development of climate change
public policy.

– Ability to work as part of a team and with a diverse group of
stakeholders.

-Willingness to live and work on a small, remote, and isolated island in
the South Pacific.
