Under the supervision of Emma Heslop (Programme Specialist, OOS/IOC) and in close cooperation with the STI Ocean Economy Group in the OECD Science, Technology and Innovation (STI) Directorate, the contractor shall contribute substance for the future development of best practices in economic and societal benefit valuation of ocean observation systems. The objective is to explore the methodologies that
may be used to value monetarily the information flowing from ocean observations data:

(i) The consultant will produce an extensive report on the economic valuation of ocean observing and forecasting systems. The key findings will be published as a paper, for example in Frontiers in Marine Science (Best Practices Research Topic) or a relevant economics journal.

(ii) The consultant will provide in addition a compendium of data.

This analytical work will constitute background information for a future OECD/GOOS publication on valuation.
