Salary Range: $46,000 – $48,000

* A Master’s degree from an accredited college or university in one of the marine biological sciences with at least two years of professional experience in a field or environmental program.
* Scuba diving experience (> 60 dives), Nitrox certification, and experience as a diver for marine science related field work preferred.
Required Licenses/Certifications and Other Specific Requirements of Law: Scuba Diver Certification; Valid Class E Florida Driver’s License.

This position serves as Assistant Manager of the DEP Coral Reef Conservation Program (CRCP) and is responsible for assisting the CRCP Manager with managing and maintaining all aspects of the CRCP and staff based in Miami and West Palm Beach, with regional jurisdiction over coral reef resource management, monitoring, research and public education in southeast Florida, from the northern boundary of Biscayne National Park in Miami-Dade County, through Broward and Palm Beach Counties, to the St. Lucie Inlet in Martin County..
Works closely with the CRCP Manager to plan, develop, direct, and coordinate implementation of the Southeast Florida Coral Reef Initiative (SEFCRI), Florida’s Local Action Strategy (LAS), including facilitating participation by, and input from, stakeholders and other government agencies in SEFCRI. Serves as point of contact and facilitator (with guidance from the CRCP Manager) for the SEFCRI Team and Technical Advisory Committee efforts, including multiple bi-annual meetings and regular conference calls.
The incumbent acts as the CRCP Regional Communication Liaison and works with the CRCP Manager, DEP Florida Coastal Office and DEP Press Office staff to develop and transmit press releases, articles, newsletters, social media, and other media vehicles for the CRCP and SEFCRI. Primary CRCP contact for media and public inquiries.
Leads the planning and implementation of LAS projects identified in the Awareness & Appreciation (AA) section of the SEFCRI and any AA-related CRCP projects as identified in the CRCP Strategic Plan. Leads development and implementation of a communications and outreach strategy to support the SEFCRI and CRCP including development, presentation, and distribution of effective outreach products and messages (e.g. exhibits, websites, brochures, etc.) across diverse range of stakeholders. This person is responsible for managing updates and maintenance of the CRCP and SEFCRI-related websites.
Develops and manages grants, contracts, oversees contractors, and associated progress reporting and financial tracking for all assigned projects. Prepares proposals, budgets, and contracts for assigned projects.
Works collaboratively, fosters and maintains effective communication and exchanges information with intra- and interagency staff, SEFCRI Team members, stakeholders and the general public. Works collaboratively and exchanges information with CRCP staff, SEFCRI Team members, and all interested stakeholders.
Provides assistance in the event of an emergency at the DEP field offices, including pre-storm preparation and post-storm clean-up.
Other duties as assigned:
* Snorkel or Dive as required to assist with field work.
* Periodic weekend and evening work may be required.
* Regular local travel throughout southeast Florida. Occasional long-distance travel.
Knowledge, skills and abilities, including utilization of equipment, required for the position:
1. Knowledge of coral reef ecosystems and general marine science or coastal resource management. Ability to identify the hard coral and reef fish species of southeast Florida. Knowledge of ecological and resource management terminology, principles, and methods. Ability to understand and apply applicable rules, regulations, policies, and procedures relating to environmental programs. Ability to formulate policies and procedures.
2. Communications, outreach, and media relations experience, including development of communication strategies, media campaigns, press releases, and articles. Ability to effectively communicate complex scientific concepts to a diverse range of stakeholders. Excellent organizational, analytical, writing, and editing skills (both technical and colloquial).
3. Ability to be flexible, multitask, and meet tight deadlines. Ability to manage multiple, multi-year, concurrent projects. Ability to work in a team setting and independently to complete tasks (with attention to detail) under minimal supervision. Ability to determine work priorities, ensure proper completion of work assignments. Ability to communicate courteously and effectively with a diverse range of people. Ability to establish and maintain effective working relationships with others.
4. Excellent public speaking and, meeting facilitation, and conflict resolution skills. Possess exceptional verbal communication skills that foster dialogue and help facilitate relationships with a variety of stakeholders and organizations as well as excellent organizational and writing skills.
5. Must have an exceptional work ethic and be willing to work on a variety of issues and projects simultaneously and in an environment where immediate action may be required.
